Communication is the second Interpersonal behavioral competency. Its definition and its three sub-competency statements are tested word for word, and the BASK Checklist wording is what the items quote.
The definition
Communication is the KSAOs needed to effectively craft and deliver concise and informative communications, to listen to and address the concerns of others, and to transfer and translate information from one level or unit of the organization to another. This wording is identical in the 2025 and 2026 editions.
- Building a network of professional contacts and managing conflict is the Relationship Management definition.
- Translating strategy into measurable HR objectives is Business-cluster work; adapting messages to local languages and customs draws on Global/Inclusive Mindset.
The three sub-competencies
Delivering Messages; Exchanging Organizational Information; Listening. Exactly three.
- Feedback is not a sub-competency. Giving feedback is a specialized-situation technique. Adding Feedback, or Presenting, or Writing, is the documented candidate error.
- Negotiation belongs to Relationship Management, not here. Listening belongs here, not to Relationship Management.
- Delivering Messages and Exchanging Organizational Information are stated separately; never merge them.
The Checklist statements
- Delivering Messages: develops and delivers, to a variety of audiences, communications that are clear, persuasive and appropriate.
- Exchanging Organizational Information: effectively translates and communicates messages among organizational levels or units.
- Listening: understands information provided by others and seeks feedback.
The trap is swapping a proficiency indicator for the statement. "Listens actively and empathetically to others' views and concerns" and "welcomes competing points of view and does not take criticism personally" are Listening indicators for all HR professionals, not the Listening statement. "Implements policies that create channels for open communication throughout the organization" and "develops an organizational culture in which upward communication is encouraged" are advanced indicators.
Carry this in: three sub-competencies, and the Listening statement is about understanding and seeking feedback.
