ELR Scope and Definition

Employee & Labor Relations is a BASK functional area with a one-sentence definition and a fixed key-concept list. The test here is placement: knowing which definition and which concept belongs to ELR rather than to a neighbouring area.

The definition, word for word

ELR is any interactions between the organization and its employees regarding the terms and conditions of employment.

  • Workforce Management is the practices that allow the organization to meet its talent needs and close critical competency gaps.
  • Structure of the HR Function is the people, processes and activities involved in the delivery of HR-related services.
  • Technology Management is the use of existing, new and emerging technologies to support the HR function.

All four are real BASK definitions. Wrong answers are never invented; they are borrowed from the area next door.

What sits inside ELR

  • Workplace investigation techniques, ADR, retaliation prevention, progressive discipline and grievance resolution.
  • Employment rights, standards and concepts per the International Labour Organization, which opens the ELR key-concept list. Not the OECD, not the WTO, not ISO.
  • Causes of and methods for preventing or addressing strikes, lockouts and boycotts.

Traps: the nine-box grid is Workforce Management succession planning, the balanced scorecard is a Structure of the HR Function metric, and applicant tracking system selection is Technology Management.

Where the NLRA is not

The ELR functional area names no U.S. statute. The National Labor Relations Act appears only in the separate U.S. Employment Law & Regulations functional area, and the BASK glossary marks it "(U.S. examinees only)". The omission is by functional area, not by credential level, so do not answer that it lives in the SCP proficiency indicators.

The stated causes of stoppages

The BASK names the causes of strikes, lockouts and boycotts as unfair labor practices and economic grievances. Not plant relocation, not skills shortages, not monitoring disputes.

Carry this in: ILO for standards, U.S. Employment Law for statutes, and two causes only for stoppages.
