HR Strategy is the first of five People functional areas in the current SHRM BASK, and this unit is almost entirely about knowing its definition word for word and not confusing it with its four neighbours.
The definition
- HR Strategy: "Developing, implementing, managing, and evaluating the strategic direction required to achieve organizational success and to create value for stakeholders."
- The ending matters. The named end state is creating value for stakeholders, not maximizing shareholder returns, not cutting labor cost, not regulatory compliance.
- Stakeholders is broader than shareholders. The BASK does not narrow it.
The four neighbours you will be offered instead
- Talent Acquisition: identifying, attracting and building a workforce that meets the needs of the organization.
- Employee Engagement & Retention: retaining talent and solidifying the relationship between employees and the organization.
- Learning & Development: enhancing the KSAOs and competencies of the workforce to meet current and future business needs.
- Total Rewards: designing and implementing compensation systems and benefit packages used to attract and retain employees.
Every distractor in this unit is a real People-domain definition. The task is never "is this true" but "which area is this".
Five areas, and HR Strategy is first
The People domain contains five functional areas: HR Strategy, Talent Acquisition, Employee Engagement & Retention, Learning & Development, Total Rewards. Traps to refuse:
- Four areas is the superseded 2014 BOCK, whose People list was Talent Acquisition & Retention, Employee Engagement, Learning & Development, Total Rewards.
- In the BOCK, Business & HR Strategy sat in the Strategy domain, outside the four People areas. It was not a People area at all.
- Workforce Management and Employee & Labor Relations belong to the Organization domain, not People.
- "HR Strategic Planning" and "Compensation & Benefits" are labels that appear nowhere in the 2025 BASK.
