This unit pairs the Managing HR Initiatives and Influence sub-competencies with how the exam itself is built, since knowing how items are keyed tells you how to choose.

How items are keyed

  • In a situational judgment item, all response options could be viable actions. The key is the most effective action as selected by a panel of SHRM-certified subject-matter experts. Distractors are not illegal options, and there is no partial credit; SHRM does not key by what successful candidates most often pick.
  • Three item categories: SHRM Knowledge Items cover HR functional-area content; Foundational Knowledge Items cover key concepts from the nine behavioral competencies; Situational Judgment Items are scenario-based and carry the behavioral competency clusters.
  • The 2026 handbook puts the behavioral clusters at 50% overall, split Situational Judgment 40% and Foundational Knowledge 10%. Do not confuse 19%, the Leadership cluster weight, with an item-type split.

Managing HR Initiatives

A six-site, fixed-budget, nine-month manager training rollout with two site leaders asking to opt out: secure executive sponsorship and a clear mandate, then work the two leaders' objections into the implementation plan.

  • Letting the two sites opt out abandons company-wide scope at the first resistance and builds permanent inconsistency.
  • Cutting scope changes the design before the cause of resistance is understood.
  • Reporting the site leaders to the CEO escalates to discipline before any attempt to influence or navigate.

Explain before you execute

When the COO wants a sound schedule change "just pushed through" with no explanation, advise pairing the announcement with a clear explanation of why the change is needed, before rollout. Both Kotter's opening step and ADKAR's first element put understanding why ahead of execution.

Implementing and handling complaints later guarantees avoidable resistance; refusing until employees are surveyed blocks a change HR believes is sound; handing the unexplained message to supervisors abandons HR's role in the change.
