This unit sits on a seam: what the superseded 2014 BOCK said about L&D, what the current BASK says, and what to do when learning does not transfer.

The 2014 BOCK definition

  • The BOCK framed Learning & Development as aligning business needs with employee competencies and effectively closing the gap between them.
  • The current BASK definition is different: activities aimed at enhancing the KSAOs and competencies of the workforce to meet current and future business needs. Distractors here are the BOCK's Total Rewards definition and the BASK's Talent Acquisition and Employee Engagement & Retention language.

The BOCK's L&D topic list

What the BASK does not name

A case-insensitive search of the full BASK text returns zero matches for "kirkpatrick", "knowles", "andragogy" and "four levels". The BASK's L&D key concepts are only:

  • needs analysis types
  • instructional design models
  • adult learning theories
  • goal-setting best practices

So the accurate statement is that the BASK does not name Kirkpatrick as its evaluation model. Also remember 70-20-10 is a BASK adult learning theory, not an evaluation framework, and "learning evaluation approaches" is a BOCK L&D topic, not something relocated to another functional area.

When training does not stick

Strong quiz scores six weeks after a workshop with nothing changed in practice is Level 2 Learning evidence with a Level 3 Behavior failure. The first step is to establish measurement of whether the critical behaviors taught are being performed on the job, and identify what is blocking them.

  • Buying a second workshop spends limited budget before diagnosing the failure.
  • Reaction surveys cannot explain a transfer failure.
  • Widening the audience scales content that is already not transferring.

Diagnose the transfer barrier before spending again.
