Organizational Effectiveness & Development is a functional area in the Organization knowledge domain. Placing it correctly, and knowing what that domain is worth on the exam, is the whole unit.
Where it sits
The Organization domain has five functional areas:
- Structure of the HR Function
- Organizational Effectiveness & Development
- Workforce Management
- Employee & Labor Relations
- Technology Management
Organizational Effectiveness & Development is a separate functional area, not a part of Structure of the HR Function. The BASK lists the two distinctly.
The arguments you have to refute
- "It belongs to Workplace because it addresses enterprise-wide performance." No. Workplace holds Managing a Global Workforce, Risk Management, Corporate Social Responsibility, and U.S. Employment Law & Regulations.
- "It belongs with HR Strategy in People." No. People holds HR Strategy, Talent Acquisition, Employee Engagement & Retention, Learning & Development, and Total Rewards.
- "It is a behavioral competency." No. Leadership & Navigation, Ethical Practice, Business Acumen and Consultation are behavioral competencies, a different structure entirely from functional areas.
The exam weights
The 2026 SHRM Certification Handbook weights the HR Knowledge Domains:
- People: 19%
- Organization: 18%
- Workplace: 13%
- Together, HR-Specific Knowledge is 50% of the exam.
Organization is 18%, not 19% and not 13%. The 19% belongs to People, the 13% to Workplace, and 50% is the combined total of all three, not the Organization share. That four-number set is the trap: every distractor is a real figure from the same table.
Carry this: Organization domain, five areas, 18%.
