This unit covers three measurement and control references: how separations are computed, the current COSO enterprise risk framework, and who does what under Sarbanes-Oxley Section 404.
Turnover consistent with BLS
BLS JOLTS computes hires and separations rates the same way the standard HR turnover rate is computed:
Turnover rate = (separations / employment) × 100
The traps are all structural. Inverting it to employment divided by separations is meaningless as a rate. Separations divided by hires produces a replacement ratio, not turnover. Separations minus hires over employment gives net workforce change, not turnover. Separations on top, employment on the bottom, times 100.
COSO
The updated framework is titled Enterprise Risk Management—Integrating with Strategy and Performance, and it emphasizes risk in the strategy-setting process and in driving performance.
- Enterprise Risk Management—Integrated Framework is the title of the original 2004 framework, and its emphasis on internal control over financial reporting is the old framing.
- "Governance and Culture" and "Assurance Standards" are not titles COSO publishes frameworks under.
The shift to remember is from control-and-compliance framing toward strategy and performance.
Sarbanes-Oxley Section 404
Two subsections, two different parties:
- 404(a): management assesses and reports on the effectiveness of internal control over financial reporting.
- 404(b): an independent auditor attests to that assessment.
Say it as one sentence: management assesses and reports, the independent auditor attests. Every wrong answer breaks that sentence — reversing the roles, assigning both duties to the auditor, assigning both to management (which destroys the independence 404(b) requires), or handing control design to the auditor whose role is attestation only. A stray distractor also attaches audit-committee independence certification to 404(a); that provision does not contain it.
